this is a great list as long as people remember that they shouldn’t want to be a top commentator on a blog that doesn’t use their keywords. This will actually only hurt your Google ranking.

Ya its very good to be a top commentator on a blog that is related to yours. One more thing that favours the link is using the right keywords instead of your name, however many blogs don’t accept comments with keywords as your name.

I disagree with that. There aren’t many true “penalties” that Google provides. I bet you could post on all kinds of random blogs, and not have it be an issue at all even if they aren’t related. Yes, you don’t get as much of a benefit, but it’s not like there’s a negative benefit if they aren’t related.
UNLESS the blog you post on is one in a “bad neighborhood”. For instance a gambling or porn blog. Then you could be dropped if you were being linked to from there.

You are right; there are not any negative effects of that. But if the link you are getting is from a blog that is not related to yours then the quality just decreases. But that’s O.K if the link is from PR 6 blog.:)
